CCME developed a new approach to reduce emissions from the petroleum-refining sector. The National Framework for Petroleum Refinery Emission Reductions (NFPRER) is a unique example of an industry-proposed initiative, proposed in which all levels of government, industry, and non-governmental environmental and health organizations worked together.
National Framework for Petroleum Refinery Emission Reductions May 2005 (2951 KB) (pdf) Background Documents A summary and background document was prepared in support of the NFPRER Emission Monitoring and Reporting Strategy. The Background Document is intended to describe common industry emissions inventory practices and specific emissions monitoring methodologies in relation to refineries. It also provides information on current regulatory practices related to emissions monitoring and reporting, and a summary of the recommendations outlined in the Monitoring and Reporting Strategy section of the NFPRER document. The information provided in this document formed the basis for the Emission Monitoring and Reporting Strategy and should be consulted along with the Strategy section of the NFPRER.
